History/Origin | Named after Richard Arthur Blackburn, a resident Judge of the Supreme Court of the Northern Territory from 1966 to 1985. He wrote a new set of rules for the court. During this time he delivered his most famous judgment, Milirrpum and others v. Nabalco Pty Ltd and the Commonwealth of Australia (1971), the first major Australian superior court decision on Aboriginal Land Rights. During his time in Darwin, Blackburn was also President of the Arts Council of Australia (Northern Territory Division) and of the Aboriginal Theatre Foundation. He was the first chancellor of the Anglican Diocese of the Northern Territory and patron of a number of community clubs and organisations. He was a keen pilot who often flew his plane to remote places in the Northern Territory. |
